Creating a statewide health benefits plan for thousands of public school district employees remains on the agenda of Rep. Sid Michaels Kavulich, D-Taylor, Along with Republican Rep. Bernie O'Neill of Bucks County, Kavulich is sponsoring a bill to create a special board to take on the job of merging hundreds of school district health plans into one plan in hopes of wringing out cost savings through greater bargaining power with insurers. With this setup, a difficult issue could be removed from the bargaining table when it comes to school contract talks, Kavulich said.
