Lackawanna County commissioners on Wednesday created a land bank, an entity empowered by recent state law to cut through red tape often associated with developing abandoned and blighted properties. "I think that the land bank legislation we approved today is good business ... for Lackawanna County," Commissioner Ed Staback said.
